Druid Wars and the Path of the Fallen
A moderate cluster of buildings expand from the base of the Tower of the Red Moon surrounded by a semicircular wall that takes the oldest part of the city to the edge of the black cliffs that fall into the Tempered Sea. Outside the old-town wall a sprawl of rapid development encases the tower like a tree skirt. The city is trying to improve living conditions inside the Ghetto’s of Castor but due to crime rates the soldiers can do little unless the ghetto’s were burned to the ground and rebuilt.
Castor acts as a choke point for much of the trade going into and out of Kaloa. Goods from all over the empire make their way overland or by air to this port. On a good day the city can unload and load up to 3 dozen cargo skyships before the sun goes down, to accomplish this the fields east of the city have been converted to land-docks for the skyships where goods can be exchanged quickly. Warehouses line the sides of the land-docks with easily accessible loading for carts. It only takes a few hours of traveling through the land-docks to realize that the workers are largely underpaid laborers trying to make enough to get somewhere else, or criminals working off their debt.
The other ports that facilitate goods to Kaloa are controlled by the council of Castor, effectively maintaining a complete monopoly on taxing trades in the Capital. Corruption is common with the local officials and it is largely expected that you pay off the inspector to get your goods or passengers through to Kaloa.
